"Renewable Energy and California"
Sunday, June 10, 2001 1:00 p.m.Recent events in California have brought energy back in the limelight. There are some valuable lessons to be learned from the ongoing experience. Electricity generated from renewable energy sources such as wind, solar, or biomass, should play a large part in any portfolio for California's energy future, along with energy efficiency and fossil generation. Responsibility for portfolio management must be specified. Mr. Weinberg will review the history of renewables in California, the difficulty of fitting them within the traditional utility structure, then focus on the present situation, the policies involving renewables and future options.
Carl J. Weinberg is the principal of Weinberg Associates, which he founded in June 1993 after 19 years with the Pacific Gas and Electric Company (PG&E). At PG&E, he managed and grew an internationally respected energy research and development program. Weinberg Associates was formed with the primary objective of accelerating the introduction of renewable and distributed power systems. His company has recently been working on policy issues and technical considerations in the restructuring of the utility industry, with particular emphasis on the concept of sustainability in a competitive framework, and the introduction of distributed resources. Weinberg Associates is focussed on providing a comprehensive view encompassing and integrating technical, regulatory, policy, and environmental perspectives.
Carl Weinberg is also a: member of the Board for the Renewable Energy Policy Project; an Associate of the Regulatory Assistance Project (RAP); a Senior Associate of Winrock International; and serves on the PIER (Public Interest Energy Research) Evaluation Panel in California. He is also affiliated with the Global Business Network (GBN) involved in strategic and scenario planning, and a Fellow of the California Council on Science and Technology.
Prior to joining PG&E in 1974, Carl spent 21 years in the United States Air Force in various assignments involving research and development management in bioscience. He has a B.S. and M.S. in Engineering from UC Berkeley (1952, 1954), and a M.S. in Physics from Vanderbilt University (1960). Carl is a registered Civil Engineer and member of the: California Civil Engineering Honor Society XE; Engineering Honor Society TBP; Research Honor Society SX; Cal Club; and University of California Order of the Golden Bear.
